I have found a thread that seemed to think they solved the issue, rather recent, from May 11, but they have not. I need to quit out of chrome to access anything else.

If I click another window, it will appear for a milisecond and then chrome will come back on top again. The app seems to always be "on top" when opened, and I'm unable to access any other apps. The absolute most maddening thing has been plaguing my macbook and making it impossible to do work with chrome, my only really trusted browser.
